Today the ferrous metal industry is on the rise. The slump in production has stopped for the majority of Russian enterprises, and there has been an increase in the volume of cast iron, steel and sheet metal production. |

That sad admission was made by Vladimir Prokudin, Director of the Chelyabinsk Metallurgy Association, now the joint-stock company Mechel. |

И дело не в том, что металлурги разучились сварить лучшую в стране легированную сталь. Просто все силы не один уже месяц уходят на другое, на борьбу -- на борьбу с теми, кто стремится обладать принадлежавшей государству 15-процентной долей пакет акций комбината. |

And the point is not that metallurgists have forgotten how to make the best steel alloy in the country. It's simply that for several months now, all their energies have been focused on something else, on a war, a war with those who want to take over the state's 15 percent block of the association's shareholdings. |

Уставной капитал Мечела, по самым скромным подсчётам, превышает три миллиарда рублей, и 15 процентов, конечно, желательный кусок. На него-то и претендуeт то одна, то другая коммерческая структура, пытаясь заполучить у государства право управлять этим пакетом акций. С конца марта на комбинате двоевластие, два генеральных директора, два совета директоров. |

By most conservative estimates, Mechel's capital fund is more than 3 billion rubles, so 15 percent is, of course, a nice chunk. First one, then another commercial enterprise has been putting in a claim for it, trying to acquire this block of shareholdings from the government. Since the end of March, there have been two ruling authorities at the association, two CEOs, two board of directors. |

На собрании акционеров, где присутствовало менее одного процента держателей акций, новым директором Мечела назначен московский адвокат Сухолинский-Местечкин. Он же генеральный директор фирмы Проминвест, которая участвовала в инвестиционном конкурсе, где решалась судьба государственной доли акций комбината. |

Moscow lawyer Sukholinsky-Mestechkin was named the new CEO of Mechel at the stockholder's meeting, where less than one percent of the stockholders participated. He, of course, is the CEO of the company, Prominvest, which had participated in the competitive bidding process that decided the fate of the government shares of the association's stock. |

Господин Сухолинский-Местечкин поспешил сообщить о победе своей фирмы в конкурсе инвестеров. На деле же четыре члена комиссии из семи отказались признать Проминвест победителем, поскольку эта фирма не представила каких-либо серьёзных финансовых гарантий под проект вывода Мечела из кризиса. |

Mr. Sukholisky-Mestechkin was quick to report on his company's success in the bidding process. In fact, four of the seven commission members had refused to recognize Prominvest's victory, since this firm had not offered any kind of serious financial guarantees to bring Mechel out of the crisis. |

Пока же комбинат лихорадит. Растут долги. Они превысили сегодня 200 миллиардов рублей. Охладевают и воздерживаются от деловых контактов поставщики сырья и финансисты. А сами металлурги, они устали от борьбы, от нервотрёпки и неразберихи и хотят нормально работать. |

In the meantime, the association is in a frenzy. Debts are mounting. Today they exceed 200 billion rubles. Suppliers of raw materials and financial backers are getting cold feet and avoiding business contacts. And the metallurgists themselves are getting tired of the battles, the hassle, and the confusion, and they want to get back to business as usual. |
