В России самая минимальная зарплата учителя не достигает даже 100.000, максимальная же чуть больше миллионa, но многие не получили её ещё от начала учебного года. По этой причине закрываются школы. Сегодня бастовали учителя в Мологодской, Курской, Ленинградской, Архангельской областях. Московские педагоги тоже выразили солидарность коллегам и пикитировали Дом правительста России. |

The lowest teacher's salary in Russia is not even 100,000 rubles and the highest salary is just over a million. However, many teachers haven't received any pay since the beginning of the school year. This is the reason schools are closing. Today teachers went on strike in the Mologorsk, Kursk, Leningrad, and Archangelsk Oblasts. Moscow-area educators also demonstrated solidarity with their colleagues and picketed the Russian Government House. |

Заметим, что школы и другие учебные учреждения находятся полностью на местном и региональном бюджете, а деньги, которые целевым образом направляются на зарплату учителей, подчас потеряются в закромах городской казны или области. В Министерстве образования Российской Федерации нам привели весьма внушительные суммы, направленные в регионы: в сентябре это было 255 миллиардов, в ноябре 174, в декабре 628. В чём же причины сегодняшней ситуации? |

Let's note that schools and other educational institutions are budgeted entirely at the local and regional level, and monies specifically designated to pay teachers' salaries, sometimes gets lost in the bins of the municipal or district treasury. The Ministry of Education of the Russian Federation informed us that rather impressive sums of money have been sent to the regions: 255 million in September, 174 in November, and 628 in December. So what then are the causes of the current situation? |

-- Есть эти районы, в которых всегда благополучно. И есть районы, где всегда плохо. Там же главы администраций районов соответствующим образом себя ведут, не справляются с ситуацией. Иногда просто-напросто не обращают внимания на образование. |

"There are regions where things are always prosperous. And there are regions where they're always bad. Regional administration heads act correspondingly there. They can't handle the situation. Sometimes they simply don't pay attention to education. |

-- Поэтому, нужно, конечно, теперь уже вот очень адресно работать в этом направлении до каждой точки. Мы нашли на уровне федерации очень хороший контакт между, теперь, профсоюзами, планово-экономическими управлениями Министерства финансов и Министерства образования. И вот, теперь, это же надо сделать на областных уровнях и районных уровнях. |

Therefore, of course, we now need to work very diligently towards this end, filling in every last detail. At the federal level, we have now established very good relations with the trade unions and fiscal planning departments in the Ministry of Finance and Ministry of Education. This is what must now be done at the district and regional levels." |

Интересно и то, что, когда шло обсуждение о перво-сентябрском повышении запрлаты, ряд руководителей регионов приежал в Министерство и протестовал. Мол, "Нет у нас денег. Какое повышение?" Но если не найти денег на образование, понятно, что образованных людей в стране не будет. |

It is also interesting to note that, while proposals for a September first salary hike were being discussed, a number of regional leaders went to the Ministry and protested, saying, "We have no money. What pay increase?" But if money for education isn't found, it's clear there won't be any educated people in our country. |
