Today the Customs Committee explained what the new customs laws concerning the importation of goods purchased abroad mean for Russians. Judging by the title of the regulation, and it is titled "Concerning the Regulation of Individuals Carrying Goods," it concerns all of us and not just the chelnoks.1 |

А если вы прикупили за границей шубку подороже этой суммы, платите 30 процентов от таможенной стоимости товара. Для успокоения скажем в США и странах Европейского союза норма беспошлинного ввоза ещё ниже - 400-500 долларов. |

Now, as a tourist, you will only be able to bring in duty-free purchases of up to $1,000 -- currently the sum is $2,000. According to the new regulations, a customs official does not need to estimate the value of your goods; it is always easy to determine the exact value. He can simply put them on a scale. If your bag and purchases weigh more than 50 kilograms, you'll have to pay four ECO [European Currency Unit] for each additional kilogram. This is a bit more than five U.S. dollars. |

As it turns out, the chelnoch business has grown during these years into a separate economic sector. It encompasses 15 percent of imported goods sold in Russia. Basically these are textiles, leather and costume jewelry. The amount of money involved in this unregulated trade totals 10 billion dollars. According to other calculations, it is several times more. This is the amount that has been escaping government taxation. |

Постановление вводит и новые правила для ввоза автомобилей, купленных за границей. Главное новшество: "новой" считается иномарка, которая произведена ни год, а три года назад. За неё придётся платить много. Если объём двигателя превышает 1600 кубических сантиметров, то совокупный таможенный платёж, может составить 75 процентов от стоимости такой машины. |

The regulation also introduces new import laws for automobiles purchased abroad. The primary change is that a foreign car produced not one year ago, but three years ago, is now considered "new." You'll have to pay a lot for it. If the engine size exceeds 1600 cubic centimeters, then the total import tax could be 75 percent of the car's value. |

There are no exceptions for anyone, although previously there were. There are benefits in terms of used cars, which cost a bit less. People who work abroad can bring in cars at a lower rate: 40 cents per cubic centimeter of the engine size. |
