Сегодня Премьер Михаил Касьянов сделал сенсационное заявление: Россия не может сейчас платить долги Парижскому клубу в полном объёме. Министру финансов Алексею Кудрину дано поручение начать с кредиторами консультации.

Premier Mikhail Kasyanov made a sensational announcement today: Russia is currently unable to pay its debts to the Paris Club in their entirety. Finance Minister Aleksey Kudrin was tasked with initiating consultations with the creditors.

Это заявление премьера прозвучало через два дня после заверения Президента Путина о том, что Россия намерена рассчитаться по всем долгам бывшего Советского Союза.

The premier's announcement reverberated just two days after President Putin's assurance that Russia intends to settle all of the former Soviet Union's debts.

Россия должна Парижскому клубу кредиторов 48 миллиардов долларов. В этом году мы должны выплатить почти 3.5 миллиарда. Глядя на прибыли, которые получает наша страна от рекордно-высоких цен на нефть, западные кредиторы дали понять, что намерены получить с нас всё, что причитается.

Russia owes the Paris Club creditors 48 billion dollars. This year we must pay off nearly 3.5 billion. Mindful of the profits our country is receiving from the record-high prices for oil, western creditors are making it understood that they intend to get everything from us that's due them.

Однако сегодня Премьер Михаил Касьянов снова напомнил, что в бюджете на выплату всех долгов, деньги не заложены.

However, today Premier Mikhail Kasyanov repeated that the money has not been allocated in the budget for paying off all the debts.

-- Естественно, а, в бюджете эти средства не заложены. Дополнительные доходы, которые мы, возможно, получим, они могут появиться после первого квартала в лучшем случае. Объёмов не велик, а такая неуверенность в этих источниках финансирования по-прежнему растёт.

"Of course, uh, these funds haven't been allocated in the budget. Additional income that we might receive, may appear, at best, after the first quarter. The amounts aren't large, but the uncertainty regarding these financial resources continues to grow."

На западе такая позиция у российского правительства вызвала бурю эмоций. Заговорили о "техническом дефольте." Но сегодня Михаил Касьянов заявил, что речь идёт не об отказе платить, а лишь о "частичной отсрочке."

Such a stance by the Russian government has caused a 'firestorm' in the West. There was talk of a "technical default." But Mikhail Kasyanov announced today that it's not a matter of a refusal to pay, but merely one of a "partial deferment."

В Минфине говорят, что на выплату процента советских долгов в бюджете заложено 640 миллионов, которые Россия заплатит точно по графику. Но суть в том, что остальной долг правительство намеревалось погасить за счёт транша МВФ, о котором с фондом так и не договорились.

According to the Ministry of Finance, 640 million has been appropriated in the budget for paying off a percentage of the Soviet debts, which Russia will pay on schedule. But the point is that the government intended to pay off the remaining debt using an International Monetary Fund (IMF) tranche, to which the Fund did not agree.

-- Вариант а именно платить. Думаю, что Россия через некоторое время столкнет с очень большими трудностями - и решить невозможно. Это возможно, но вот тогда придётся просто, а, не решать многие другие вопросы и проблемы, стоящие перед Россией. Скорее всего начнутся достаточно сложные дипломатические переговоры о реструкторизации долг.

"The alternative is simply to pay. I think that after a while, Russia will encounter very great difficulties - and it's impossible to solve them. It's possible, but then a lot of other matters and problems confronting Russia simply won't be able to be resolved. Most likely some rather complex diplomatic negotiations on restructuring the debt will commence."

По словам председателя банковского комитета Думы, Александра Шохина, для того, чтобы избежать технического дефольта, переговоры о реструкторизации долгов нужно начать уже в этом месяце, до февраля.

According to the Chairman of the Banking Committee in the Duma, Aleksandr Shokhin, in order to avoid a technical default, negotiations on restructuring the debt need to begin this month already, before February.

-- Реструкторизация, это составление нового графика платежей - вы платите ту же сумму, но в более длительный период, либо кредитор вам списывает часть долгов, и так далее. Но это возможно лишь после того, как кредитор согласится начать переговоры с должником. Если кредитор не начал переговор, то это называется односторонним дефольтом. У нас с Парижским клубом переговоров нет. Статус наших отношений по долгам, нынешним, заключается в том, что мы ведём консультации, обмениваемся письмами.

"Restructuring is the drafting of a new payment schedule - you pay the same amount, but over a longer period, or the creditor writes off a portion of the debts, etc. But this is only possible after the creditor agrees to initiate negotiations with the debtor. If the creditor did not initiate the negotiation, then this is referred to as a unilateral default. We're not negotiating with the Paris Club. Our current status with regard to debts consists of our conducting consultations, exchanging correspondence."

Вместе с тем, в Минфине считают, что вероятность технического дефольта крайне мала. У правительста сегодня есть на всякий случай внебюджетные резервы и в принципе заплатить мы можем остальные деньги. Но правительство хочет использовать их на структурные реформы и подготовку к падению цен на нефть, которое, кстати, уже началось.

At the same time, the Finance Ministry considers the likelihood of a technical default to be rather slight. Just in case, the government today has non-budgetary reserves, and we can, in principle, pay the outstanding 'balance'. But the government hopes to use this money on structural reforms and in preparation for a drop in oil prices, which, by the way, has already begun.

Замминистра финансов, Алексей Улюкаев, довольно оптимистично оценивает перспективы скорых переговоров с МВФ и соответственно по их итогам, с Парижским клубом.

Deputy Finance Minister Aleksej Ulyukayev 'views' the prospects for speedy negotiations with the IMF rather optimistically and, based on their outcome, with the Paris Club [as well].

-- Я думаю, что нет нужды, совершенно, беспокоиться о дефольте, а, его не будет, а, его не будет. Для этого, собственно говоря, правительство и Министерство финансов прикладывают все усилия. ... Ну, у нас есть основание полагать, что мы можем достигнуть этого компромисса. Мы будем над ним работать и история наших предшествующих отношений с Парижьким клубом показывает, что в принципе, стороны, а, способны его достигать.

"I think there's absolutely no need to be concerned about a default, uh, there won't be any, uh, there won't be any. As a matter of fact, the government and the Finance Min istry are making every effort to ensure this. ... Well, we have reason to believe that we can achieve this compromise. We will work for this, and the history of our previous negotiations with the Paris Club shows that the parties are, uh, capable, in principle, of achieving it."

По мнению многих экспертов, правительство избрало правильную прагматичную тактику. Если переговоры о реструктуризации долга Парижскому клубу удастся начать, Россия сможет выиграть время, за которое по прогнозам цены на нефть действительно серьёзно упадут. А в новой ситуации получить транш МВФ и погасить долг за счёт него будет гораздо проще.

Many experts believe that the government has chosen a sound, pragmatic approach. If the Paris Club manages to initiate negotiations on restructuring the debt, Russia might be able to buy some time, during which oil prices are actually expected to fall sharply. And under these new conditions, it would be much easier to get the IMF tranche and use it to pay off the debt.
