And Russia has its own unstable south, the northern Caucausus. The situation there remains confused and fraught with all kinds of tragic unexpected events. As Russian General Procurator Yuri Skuratov reported to Interfax today, massive human rights violations are occurring in Chechnya. |

Сепаратисты преследуют сторонников федеральных властей, официального руководства Чечни, в том числе работников прокуратуры. На днях там были убиты родители одного из наших сотрудников, сообщил генеральный прокурор. Подчеркнул, что удивлён тем, что пресса не замечает этих нарушений. По сообщениям из Чечни, фактически прекратился процесс обмена пленными. В последний раз такой обмен состоялся две недели назад. |

Separatists are persecuting supporters of the federal authorities, the official Chechen leadership, including employees of the Public Procurator's Office. The other day, the parents of one of our co-workers were killed there, announced the general procurator. He emphasized that he was surprised that the press had overlooked these violations. According to reports from Chechnya, the prisoner exchange process has virtually ceased. The last time such an exchange took place was two weeks ago. |

Сепаратисты уверяют, что готовы обменять всех имеющихся людей хоть завтра. В конце концов одним нахлебником в доме меньше. Но обменять, а не отдать просто так. Российская сторона тоже вроде бы не особенно нуждается в тюремном контингенте. Но огромная, неповоротливая бюрократическая машина никак не выдаст на-гора. Кто и где из чеченцев всё же находится? |

The separatists claim they are ready to exchange all of their prisoners as soon as tomorrow. Afterall, there would be one less mouth in the house to feed. But they want to exchange them, and not just give them away. The Russian side also isn't particularly short of prisoners. But the unwieldy, sluggish bureaucratic system can't seem to catch up with them. Which Chechens do they have, and where are they located? |

This three year-old little girl's relative knows that she was saved from a ravaged group of refugees by a militia special forces unit and sent to Russia to one of the orphanages in February '95. Where is she now? Right now they are ready to exchange the Cheboksar soldier Aleksei for this person. |
